Last Tuesday (07), in a conversation with fans at the entrance of the Palácio da Alvorada, Jair Bolsonaro (PL) said he believed that the “neutral language of gays” is a factor to leave “everyone without reasoning”. The digression took place when Jair and the group were trying to comment on the National Secondary Education Examination (ENEM).
“If I could interfere it wouldn’t be that kind of Enem that’s there, no way. Remember two years ago, the issue of neutral gay language? I have nothing against or in favor. Each one does what they want with their body. But why the neutral gay language? What does it add to people in a wording? Now, it encourages kids to get interested in this thing”,, believes Bolsonaro. “It’s spoiling the language”, commented one supporter, to which Jair replied: “The language is last of the problems, it’s spoiling the kids”.
Although Jair’s example refers to an ENEM question from three years ago about “pajubá” and not about “neutral language”, neither neutral language nor pajubá is related to the glossolalia that his 3rd wife used to celebrate the confirmation of his friend André Mendonça at the STF (Supreme Federal Court). . While neutral language seeks to find greater inclusion and representation of identities through non-binary pronouns, glossolalia is when “the individual seems to be speaking another language; produces unintelligible sounds”, according to the psychiatrist Elie Cheniaux in the publication “Descriptive Psychopathology”. Pajubá, considered by Jair in 2018 as a “secret dialect between gays and transvestites”, brings real words and expressions from West African languages, while glossolalia is seen as “religious delusion, as symptoms of cases of bipolar disorder”, according to psychiatric study by Anthony G. Hempel, J. Reid Meloy, Robert Stern, Shinichi J. Ozone, and B. Thomas Gray, named “Fiery tongues and mystical motivations: glossolalia in a forensic population is associated with mania and sexual/religious delusions.” ..
Education in Brazil has less investment in 10 years
While Jair believes that the ‘neutral language of gays spoils kids’, data from the Federal Government’s Transparency Portal indicate that the Ministry of Education (MEC) closed 2020 with the least investment since 2011. Even with the budget planning considered low, the ministry spent even less than it could and had to return R$ 1 billion to the public coffers.
Basic education programs and actions – a stage that goes from kindergarten to high school – were the ones that had the lowest expense last year. Of the BRL 42.8 billion available, the MEC paid BRL 32.5 billion (71%), according to the G1 article.
“We have a scenario in which the budget is already very low and the MEC is not even managing to execute [pagar]. Part of it, because of management incapacity, and partly, because of the absence of a clear project for basic education. We are not talking about a 2-month government, it is a 2-year government. It is still unclear what the basic education project is and what is the agenda agreed with states and municipalities to develop it”,, analyzed Olavo Nogueira Filho, executive director of Todos pela Educação, in an interview for the G1 portal.
Still, according to Olavo, the pandemic has exposed the problems of Brazilian schools, which could be minimized with actions by the MEC: thousands of students without computers at home or an appropriate place to study had difficulties in continuing their studies. The internet packages were not enough to buffering videos and upload and download tasks, says the director of the NGO.
