The first session of the Women’s Commission of the Chamber of Deputies under Erika Hilton’s presidency, held on Wednesday, March 18, highlighted the contentious environment surrounding the committee and the difficulty of advancing agendas amid political disagreements.
One of the moments that gained the most attention occurred when Hilton interrupted the speech of Deputy Júlia Zanatta, from Santa Catarina, by turning off her microphone. A member of the PL and aligned with conservative agendas in Congress, Zanatta was participating in the discussion when her speech was cut off by the commission’s president.
The clip began circulating on social media and was interpreted by part of the audience as a response to the pattern of interruptions in institutional spaces, being associated with terms like “white interrupting” and “cisplaining”, which are common in discussions about who holds the floor in positions of power.
The term “white interrupting” is used to describe situations in which white people interrupt or talk over racialized individuals, especially in discussions about inequality, reflecting historical hierarchies of whose voices are heard. “Cisplaining” derives from “cis”, referring to people who are not trans, and “explaining”, and is used when a cisgender person explains or invalidates the experiences of trans people on topics that concern those experiences.
The context of the session also includes recent statements by TV host Carlos Massa, known as Ratinho, who questioned Hilton’s role at the head of the commission. The deputy reported having contacted the Public Prosecutor’s Office and requested action from the Ministry of Communications.
